Look for the link to the downloadable ZIP file at the bottom of the page.
The .PKM files (originally had a .PK4 extension) are just the 'mons, which can be edited into a save.
The .PCD files are Wonder Card files that can be patched into a 4th Gen. distribution ROM with the right piece of software.
The downloadable files do not contain copyrighted software.
As part of Aar's suggestions on what to do during this quest of mine,
he sent me information on how to take Pokemon extracted from PKHeX or a similar program and use them to make a custom event Pokemon and associated Wonder Card.
Patching the resulting file into a distribution cartridge with another program allows for custom event distributions to be made,
allowing for these exported Pokemon to be given out in much the same way as a legendary Pokemon would be at a GameStop or Toys 'R Us.
Because I couldn't decide on one Pokemon to make or export, I decided to have two different ones.
The first is a clone of Peep with a few things changed.
This was mainly done so that my PEEP is distinct from the distribution Peep.
I think trading out Strength for Hyper Beam would be seen as a welcome change, so maybe it balances out.
Also, I set the level to 100 because, hey, why not?
The second Pokemon I wanted to make was a ridiculous hacked Pokemon with goofy moves it mostly shouldn't be able to learn.
I decided on a Togekiss with Recover, Fly, Metronome, and Explosion, who I decided to name "Huey".
I implore anyone who gets this Pokemon to avoid using it against actual people, despite the potential comedic value of this absurd move list.
It's something I spent maybe an hour working on, but being able to make custom Wonder Cards for Pokemon of my choosing was a cool experience.
I wouldn't have thought to even try looking for tools to do that.
